The Skagit County Board of Commissioners met in regular session on Monday, November 8, 2021, with Chair Lisa Janicki, Commissioner Peter Browning, and Commissioner Ron Wesen present.

I. CALL TO ORDER:

Chair Janicki called the proceedings to order at 8:45 a.m.

II. AGENDA:

The purpose of the briefing was for Administrative Services, Planning and Development Services and Central Services to provide an update.

9:45 a.m. - 10:15 a.m. Bi-Weekly Briefing with Public Works

Chair Janicki reconvened the proceedings at 9:45 a.m. for Public Works to provide an update.

Chair Janicki reconvened the proceedings at 10:31 a.m. and led the attendees in the salute to the flag.

Chair Janicki introduced Planning and Development Services Director Hal Hart.


Mr. Hart said that Western Washington was continuing to experience a lot of growth with increased movement from urban to rural areas and he introduced the Long Range Planning Team that was working on the petition #LR20-04: Long Range Planner Peter Gill and Assistant Long Range Planner Jennifer Rogers.

Peter Gill provided information on population growth in Skagit County, Fully Contained Communities (FCC), their construction in other parts of Washington, and the mixed positive and negative results from growth by FCC. He said that more study would be needed in order to determine if FCC’s were a good or bad idea for Skagit County.

Commissioner Wesen said it was important to protect the working landscape Skagit County was fortunate to have: our community, our valley, our future; and agriculture, timber and mineral resources were also important parts that needed to be protected to continue to be successful. It was important to plan for growth and whether FCC’s would be part of the landscape or not.  

Additional discussion was held about the number of commuters coming into or leaving Skagit County, the number of paychecks that left Skagit County, and traffic.

The Commissioners discussed pulling Consent Item numbers 6 and 13 to add to Miscellaneous Agenda instead.


A motion was made by Commissioner Browning to approve Consent Agenda Items 1 through 5, 7 through 12, and 14 through 22, including all items requiring ratification, vouchers and warrants for Monday, November 8, 2021. Commissioner Wesen seconded the motion.

The vote passed unanimously.

Resolution declaring an emergency and waiving the bidding requirements for repairs needed on the Hobart dishwasher at the Skagit County Community Justice Center located at 201 Suzanne Lane in Mount Vernon. (Resolution No. R20210218)

PARKS, RECREATION & FAIR:

Amendment No. 1 to Personal Services Agreement No. C20200490 with Equinox Research and Consulting International, Inc. (ERCI) to provide up to thirty (30) days of archeological monitoring both on the terrace and in the flood plain where needed for the Pressentin Park Project. This Amendment extends the term of the Agreement from December 31, 2021 to June 30, 2022.  Compensation remains the same and shall not exceed $50,000.  All other terms and conditions of the original Agreement shall remain in effect. (Amendment No. A20210183)

5.
Amendment No. 1 to Personal Services Agreement No. C20200644 with Reichhardt & Ebe Engineering, Inc. to provide professional services for the Skagit County Parks Department, including construction management in connection with the Pressentin Park Side Channel Restoration and Recreational Improvements project. This Amendment extends the term of Agreement from December 31, 2021 to December 31, 2022.  Compensation remains the same and shall not exceed $309,214.90.  All other terms and conditions of the original Agreement shall remain in effect. (Amendment No. A20210184)

PROSECUTING ATTORNEY:

Resolution authorizing litigation to abate a public nuisance by William Coleburn and Denise L. Coleburn, owners of Skagit County Tax Parcel No. P128398 on Welch Lane. (Moved to Miscellaneous Agenda for Consideration)

7.
Grant Agreement No. 22-31101-526 with the Washington State Department of Commerce through the Office of Crime Victims Advocacy Community Services and Housing Division for Victim Witness/Assistance Grant Program SFY 2022 to provide funding to strengthen Victim/Witness Assistance program activities. Compensation to Skagit County shall not exceed $61,695. The Agreement is ratified to commence on July 1, 2021, and continue until June 30, 2022. (Contract No. C20210531)

Resolution Amending Resolution No. R20020379 to incorporate new housing funding sources that have been authorized by law, or may be authorized by law, into Fund #162 entitled Low-Income Housing. (Resolution No. R20210220)

Personal Services Agreement with Lifeline Connections to provide case management and recovery support services to individuals enrolled in Skagit County Family Treatment Court.  Compensation shall not exceed $10,000.  The Agreement shall commence on January 1, 2022 and continue through December 31, 2022. (Contract No. C20210532)

11.
Agreement with Cascade Radio Group for the provision of radio announcements regarding COVID-19 Vaccine Information.  Compensation is based on a rate schedule and shall not exceed $17,720.  The Agreement is ratified to commence on November 1, 2021, and shall continue through December 31, 2021. (Contract No. C20210533)

12.
Personal Services Agreement with Catholic Community Services of Western Washington to prepare and review applications for the Eviction Rental Assistance Program 2.0 (ERAP 2.0) Grant for households who are at or below 80% of Area Median Income and at risk of eviction.  Compensation shall not exceed $270,000.  The Agreement is ratified to commence on October 1, 2021, and continue until September 30, 2022. (Contract No. C20210534)

13.
Personal Services Agreement with Community Action of Skagit County to prepare and review applications for the Eviction Rental Assistance Program 2.0 (ERAP 2.0) Grant for households who are at or below 80% of Area Median Income and at risk of eviction.  Compensation shall not exceed $540,000.  The Agreement is ratified to commence on October 1, 2021, and continue until September 30, 2022. (Moved to Miscellaneous Agenda for Consideration)

14.
Personal Services Agreement with Northwest Youth Services to prepare and review applications for the Eviction Rental Assistance Program 2.0 (ERAP 2.0) Grant from applicants age 18-24 and emancipated 16 and 17 year old’s who are at or below 80% of Area Median Income and at risk of eviction.  Compensation shall not exceed $120,750.  The Agreement is ratified to commence on October 1, 2021, and continue until September 30, 2022. (Contract No. C20210535)

15.
Personal Services Agreement with The Institute for Washington’s Future as a fiscal sponsor of Community-to-Community Development, to administer the Eviction Rental Assistance Program 2.0 (ERAP 2.0) Grant to prevent evictions by providing outreach services for marginalized communities in order to increase access to ERAP 2.0.  Compensation shall not exceed $449,921.  The Agreement is ratified to commence on October 1, 2021, and continue until September 30, 2022. (Contract No. C20210536)

16.
Personal Services Agreement with Skagit Preschool and Resource Center (SPARC) and Skagit County Parent to Parent to administer the Eviction Rental Assistance Program 2.0 (ERAP 2.0) Grant to prevent evictions by providing outreach services for marginalized communities in order to increase access to ERAP 2.0.  Compensation shall not exceed $37,440.  The Agreement is ratified to commence on October 1, 2021, and continue until September 30, 2022. (Contract No. C20210537)

17.
Personal Services Agreement with Sunrise Services to provide outpatient substance use disorder treatment related services to Skagit County residents who meet eligibility requirements.  Compensation shall not exceed $50,264.  The Agreement shall commence on January 1, 2022 and continue until December 31, 2022. (Contract No. C20210538)

18.
Personal Services Agreement with Skagit Valley Hospitality Association dba Friendship House to plan, manage and operate a temporary low-barrier shelter for at-risk youth and young adults.  Shelter shall be provided through a motel voucher program and provide access and assistance without precondition that could prevent people from seeking services.  Compensation shall not exceed $91,921.  The Agreement is ratified to commence on October 1, 2021 and continue until June 30, 2023. (Contract No. C20210539)

f)
PUBLIC WORKS:

19.
Resolution calling for a public hearing to consider testimony regarding the adoption and designation of the 2022 Washington State Noxious Weed List, and for consideration of alterations and additions to the 2022 Skagit County Noxious Weed List.  The public hearing is scheduled to take place remotely by the Skagit County Noxious Weed Control Board on Thursday, January 20, 2022, at 5:30 p.m., or as soon thereafter as possible, via Microsoft Teams link or telephone number. (Resolution No. R20210221)

20.
Resolution awarding the bid for Transfer Station Tire Collection and Recycling Services to L&S Tire Company in the amount of $250,000. (Resolution No. R20210222)

21.
Personal Services Agreement with KBA, Inc. to provide Professional Engineering services as-needed, on a task order basis on non-federally funded capital road projects. Compensation is based on a rate schedule and shall not exceed $300,000.  The Agreement shall commence on the date of execution and continue for two years (Contract No. C20210540)

22.
Resolution to call for a public hearing to consider testimony regarding the 2022-2027 Six-Year Transportation Improvement Program (TIP). The public hearing is scheduled to take place on Tuesday, November 23, 2021, at 9:30 a.m. or as soon thereafter as possible. VOUCHERS AND WARRANTS:

Vouchers audited and certified by the auditing officer as required by R.C.W. 42.24.080, and those expense reimbursement claims certified as required by R.C.W. 42.24.090, have been recorded on a listing, which has been made available to the Board.  As of this date, the Board by majority vote, did approve for payment those vouchers included in the above-mentioned list and further described as follows:

a)
ACH Transfer Request Form and Certification to Delta Dental from Clearing Fund 696 in the total dollar amount of $11,073.58 (Transmittal No. C-142-21); and

b)
ACH Transfer Request Form and Certification to Trusteed Plans Service Corporation from Clearing Fund 696 in the total dollar amount of $282,359.20 (Transmittal No. C-143-21); and

c)
Warrants numbered 537467 through 537467 from Clearing Fund 696 in the total dollar amount of $6,217.48 (Transmittal No. C-144-21); and

d)
Warrants numbered 537468 through 537804 from Clearing Fund 696 in the total dollar amount of $4,014,436.46 (Transmittal No. C-145-21).


The Commissioners discussed Miscellaneous Agenda Item 1.

A motion was made by Commissioner Browning to approve Miscellaneous Agenda Item 1. Commissioner Wesen seconded the motion.

The vote passed unanimously.

Human Resources Director Bonnie Beddall discussed Miscellaneous Agenda Item 2.

A motion was made by Commissioner Browning to approve Miscellaneous Agenda Item 2. Commissioner Wesen seconded the motion.

The vote passed unanimously.

Civil Deputy Prosecuting Attorney Will Honea discussed Miscellaneous Agenda Item 3.

A motion was made by Commissioner Wesen to approve Miscellaneous Agenda Item 3. Commissioner Browning seconded the motion.

The vote passed unanimously.

The Commissioners discussed Miscellaneous Agenda Item 4. Commissioner Wesen announced that he would be recusing himself from voting on the item since he was on the Board for Community Action Agency of Skagit County.

A motion was made by Commissioner Browning to approve Miscellaneous Agenda Item 4. Chair Janicki seconded the motion.

The vote passed unanimously.
